The proposed chapter deals with the problem of creating an infrastructure for food assistance to socially vulnerable categories of the population, as a form of organizing the distribution of food with full-fledged food. The formation of the infrastructure of domestic food aid requires scientific research, the study of foreign experience, the best practices of the regions.
The goal is to create a methodological basis, to gain new knowledge about the formation of a system of institutions for the infrastructure of domestic food aid in the region. To consider the global and regional practice of the regions of Russia on the use of state support tools for rural producers and processors of agricultural products. To provide a methodological justification for the need for cooperation and interaction between rural commodity producers, retail chains, processing industry enterprises as part of domestic food aid infrastructure institutions.
On the basis of the conducted research, the authors proposed measures that are comparable with the world norms of functioning of food supply systems for socially vulnerable segments of the population. In particular, they are comparable with the practices recommended by the World Agricultural Organization FAO, specialized structures of the Ministry of Agriculture of the United States, Great Britain, and other countries. The comparison is provided by the areas of work that are classified in the study by spheres of influence. Achieving the goal will provide:- understanding the phenomenon of "reproduction of poverty" in natural and climatic zones, where there is a real danger of soil erosion, there is no concern about the preservation of soil fertility for future generations; - taking into account the interdependence of the components that ensure the social orientation of agriculture, the sources of increasing food resources, the availability of healthy nutrition to the needy segments of the population; - the use of state support tools for domestic producers within the framework of the WTO "green basket" - creating conditions for the rational use of natural resources, obtaining environmentally friendly products.
